按照古來的傳說，《哀歌》是耶肋米亞在耶路撒冷焚毀（公元前587年）以後，作的哀弔的詩歌；因此把本書著錄在《先知書》中，列在《耶肋米亞書》之後。本書雖不是《先知書》，但滿涵耶肋米亞先知的精神，因而被認為是大先知宣講的效果。「希伯來聖經」則將它列在「雜集」之中。

在本書的五章詩內，詩人哀悼選民歷史上所受最慘痛的國破家亡的大禍：京都和聖殿被焚毀，人民慘遭屠殺，未被殺害的，多被擄充軍，留下的盡是老幼殘疾和窮苦的小民。就在此時，有位熱心的詩人，以耶路撒冷和留守本地的遺民的名義，把心內的憂傷和痛苦，賦之於詩。詩人不僅哀悼當時的一切悽慘狀況，同時也以先知的觀點，說明這大禍的原因，是由全國人民的昏愚和罪惡而招來的，叫遺民讀了此詩：一面承認天主公義的制裁，一面懺悔自己的罪過，謙遜忍受這嚴厲的懲罰，哀求天主廣施仁慈來拯救他們。

《哀歌》的五章詩，每一章各從不同的角度詠述當時的痛苦和慘狀：沒有按歷史的次第，而只是隨詩歌的意境，再三引述驚心動魄的慘狀，襯託出詩人的哀痛、懺悔、認罪和歸向天主的誠意。

《哀歌》前四章還有希伯來詩特有的形式，即每章22節，每節的第一個字，是按希伯來22個字母的次序排列的。（第3章有66節，每三節有同一字母。）這種以字母次序冠於詩首的目的，大概是為易於記憶，有助讀者背誦的原故。

《哀歌》的作者無疑是當時耶路撒冷毀滅時的見證，與同胞共同身歷這大難的人。按古代猶太教和教會的傳說，此人就是耶肋米亞先知。但近代聖經學者多否認此古傳說，以為本《哀歌》是另一位詩人，而不是耶肋米亞寫作的。但這一說假使對的話，仍理當承認作者對耶肋米亞很熟識，且是一滿懷大先知精神的人。

《哀歌》為猶大遺民的重要性，是因為它有高尚的宗教觀念：猶大遺民在此次國破家亡的慘況中，已陷入絕望的境地，但詩人卻懷着堅固的信仰和依恃的心，振作他們的精神，使他們領悟天主的聖意，真心悔改，歸向天主，耐心等待天主的救恩。藉這種超等的宗教情緒，使遺民勝過最艱苦的時候，而得以生存下來。
